FINANCIAL IMPACT:
As approved in the 2026-2031 Capital Improvement Program, the City-funded portion of the Emerald Glen Ball Field Renovation Project is $400,000, funded by the General Fund.
The additional work identified by Staff requires a budget increase of $120,000 funded by the Internal Service Fund (ISF) - Equipment. There is sufficient fund balance in the ISF to cover this cost. With this adjustment, the total City-funded project budget would be $520,000.
DESCRIPTION:
Background
The City has agreed to allow Dublin Unified School District (DUSD) to utilize Fallon Sports Park as its primary fields for the Emerald High School baseball and softball programs. To do so, the City needs to relocate other community user groups from Fallon Sports Park to Emerald Glen Park, which requires improvements to three Emerald Glen Park ball fields. DUSD is completing the required work in exchange for the use of Fallon Sports Park.
As part of the project, the City requested that additional improvements be made, including upgrades to the concrete walkways, installation of dugout covers/shelters, and replacement of the scoreboard at Field A. The City Council subsequently approved the Emerald Glen Ball Field Renovation Project, CIP No. PK0127, with adoption of the 2026-2031 Capital Improvement Program, allocating a budget of $400,000 for the City-requested enhancements to Fields A, B, and C.
After construction began, Staff identified additional elements that were not anticipated during design and are outside DUSD’s responsibilities. The requested $120,000 budget adjustment would fund the installation of additional fencing and the replacement of aging fixtures such as existing fencing, foul poles, and dugout benches. Completing this work under the current project offers several advantages:
• Utilizing the contractor’s existing mobilization of equipment and crews reduces costs compared with completing the work under a separate contract.
• Utilizing current unit prices for additional quantities avoids higher prices in the future.
• Completing the work during the scheduled construction minimizes disruption to the public and organized sports groups.
• Completing all the work together prevents damage to newly completed improvements and avoids future construction to replace outdated or deteriorated facilities.
