DESCRIPTION:
Background
The Environment and Sustainability Division of the Public Works Department utilizes consultants to assist Staff with developing and implementing environmental programs required by state and local regulations, and assisting with regular, ongoing programs and services. Consultants are solicited through an open and competitive Request for Proposals (RFP) process.
On July 16, 2026, Staff issued an RFP for Solid Waste Contracts Support Services from qualified firms to conduct a performance and compensation review of Amador Valley Industries (AVI) under its Collection Service Agreement. The RFP also requested as-needed technical assistance and program support related to the City’s collection agreement and solid waste, organics, and recyclables processing agreements (Attachment 3). The RFP was sent to firms previously under contract with the City and those who had expressed interest in providing the services. The RFP was also posted on the City’s website.
The City received three submissions in response to the RFP. The proposals were evaluated based on the following criteria: experience with public sector projects of similar nature and scope, familiarity and experience with Alameda County and the local region, experience with delivering solid waste technical assistance aligned with municipal best practices and state and local regulations, ability to comprehensively manage multiple programs and projects, and satisfaction of previous clients, including past performance with the City. Staff evaluated and ranked all submissions using a forced ranking process. Based on the results of the evaluation, Staff determined that HF&H Consultants, LLC most closely meets the City’s requirements and has the necessary background and experience in solid waste contracts management and implementation (Attachment 4).
